मातारानी के जंगल में बसने वाला बाघ
"क्या वाकई यहाँ बाघ हैं?" मैंने अपने साथ चल रहे वन सुरक्षा समिति के सदस्य श्री शंकर से पूछा|
"हां, बिल्कुल है| आप रात तक रुके आपको उसकी दहाड़ दूर से सुनायी देगी| हो सकता है कि आपको वह दिखाई भी दे दे|" शंकर की बात में आत्म-विश्वास साफ़ झलकता था|
मुझे याद आता है कि इसी जंगल में भटकते हुए कुछ महीने पहले जब साथ चल रहे पारंपरिक चिकित्सक एक स्थान पर ठिठक गए तो मैंने कारण पूछा| उन्होंने कहा कि आगे वह गुफा है जिसका प्रयोग बाघ अक्सर करता है| गुफा से सड़े-गले मांस की बदबू आ रही थी| पारंपरिक चिकित्सको ने जोखिम उठाना सही नहीं समझा| हम उलटे पैर वापस आ गये| वैसे भी हम तो जडी-बूटियों के लिए वहां गए थे| जंगली जानवरों से दूरी रखना ही ठीक है|
वापस लौटने के बाद मैंने जब अपने वन विभाग में काम कर रहे मित्रों से इस बारे में पूछा तो वे जोर से हंस पड़े और कहा कि यहाँ कहाँ बाघ है? ग्रामीणों ने आपको "बना" दिया होगा| मैंने कहा कि साथ चलकर गुफा देखा लो| इसके लिए वे तैयार नहीं हुए| मेरे जोर देने पर उन्होंने रिकार्ड चेक किया और फिर एक बार और हँसे|
"देखो रिकार्ड में भी नहीं है कि वहां कोई बाघ है|" मेरे पास चुप रहने के अलावा कोई उपाय नहीं था|
"पर शंकर, जिस बाघ की बात तुम कर रहे हो उसका अस्तित्व तो वन विभाग के दस्तावेजों में नहीं है|" मैंने शकर से पूछा|
"हाँ, यह सही है| हमने अधिकारियों को इस बाघ की उपस्थिति के बारे में बताया था पर जिन दिनों पंजों के निशान लिए गए उस समय एक भी निशान नहीं मिला| अधिकारियों ने सारे सबूतों को धता बताते हुए निशान न मिलने के कारण यह घोषित कर दिया कि यहाँ बाघ नहीं है| इसका साफ़ अर्थ यही हुआ कि देश की नामी-गिरामी हस्तियाँ जिन १४११ बाघों को बचाने की मुहिम छेड़ें हुए हैं उनमे इस बाघ का नाम शामिल नहीं है| बाघ वैसे ही अभागे हो गए है और पर सरकारी सूची में न शामिल हो पाने वाले बाघ कुछ ज्यादा ही अभागे हैं| ये कभी भी शिकारियों द्वारा मारे जा सकते हैं| इनके मारे जाने पर संख्या १४११ वैसी की वैसी रहेगी| किसी को कुछ भी फर्क नहीं पडेगा|
यूं मेरा सारा ध्यान जडी-बूटियों पर रहता है पर सूची में शामिल न हो पाए अभागे बाघों की समस्या ने मुझे इस लेखमाला को लिखने के लिए प्रेरित किया है| प्रेरित के स्थान पर मजबूर शब्द ज्यादा सही जान पड़ता है| भले ही वातानुकूलित कक्षों में बैठी हस्तियाँ बाघों की संख्या कम होने का प्रायोजित मातम मनाकर आम जनता की आंखों में धूल झोकना चाहे पर आम जनता यह जानती है कि १४११ बाघ उन्हें ही बचाने है और उन बाघों की भी सुध लेनी है जो इस सूची में शामिल नहीं है| (क्रमश:)
